Abstract: This paper is the third in a series aiming to analyse the political economy setting of modern Uruguay in the light of history, so as to be able to appraise the depth and sustainability of the recent improvement in income distribution. The paper tackles the core question of the project: how and how far has the progressive government of the Frente Amplio been able to reconcile growth and distribution, and is the path sustainable? The conclusions of the two previous papers inform the analysis, since they showed how the historical political economy in some ways was unusually favourable to growth with equity, but in certain key respects opportunities had been lost and new barriers created by the beginning of the new century. |
