We examine levels of enforcement of conditions for two transfer programs and estimate how they affect teenagers’ time allocation, and in particular, time devoted to school attendance, labor supply and home production. We develop a structural discrete choice model in which young individuals and their parents decide how to allocate their time, including whether to attend school. They also choose how many hours to work in the market, how much time to devote to home production and leisure activity. To estimate the model, we use household panel data which combines administrative records and surveys covering the period of 2005–2012 in Uruguay, during which two consecutive CCT programs were introduced with different designs. Our model captures the share of individuals who are in school, who are working, who are both studying and working, as well as those who neither study nor work; we also capture the share and number of hours devoted to market work and home production, and individuals’ GPA distribution. The policy experiments performed indicate that school attendance can be increased by raising the level of enforcement and by sending the cash transfer to the teenagers rather than to their parents.

This paper analyzes the channels of change of subjective well-being (SWB), and how are the effects of a social intermediation program. We develop a simple theoretical model to link SWB with the individual and reference wealth, the effort and the level of aspirations. After to overcome selection issues with an instrumental variable to identify causal effects, we find a negative impact on SWB being the main channel of this change is subjective relative wealth, i.e., the relation between the individual and the reference wealth. There is no effect through other theoretical channels, but the results on SWB are heterogeneous by psychological features; they are higher among those with low aspiration levels and external locus of control. Finally, we disentangle the main program characteristics that might generate this effect giving relevant information for the policymakers.

We assess the recent evolution of the quality of life in Uruguay, analysing whether current subjective well-being levels are conditioned by the objective well-being trajectory of each individual. We explore subjective well-being in 3 domains: life, economic situation and housing satisfaction. Although adaptation has been addressed in the empirical literature for developed countries, there is scarce evidence for developing countries due to the lack of suitable panel datasets. In this article, we provide an econometric test of the adaptation hypothesis based on longitudinal data from Uruguay for the years 2004, 2006 and 2011/12 (Estudio Longitudinal de Bienestar en Uruguay). Our main findings show that present levels of life, economic and housing satisfaction are each positively correlated with the corresponding contemporary and lagged objective variable of interest. Thus, we reject the adaptation hypothesis in all the dimensions considered. We also explore the role of social interactions in the 3 subjective well-being dimensions, finding out that average objective well-being of the reference group (either income or crowding) is not associated with individual subjective well-being levels.

En este trabajo se analiza el papel de la trayectoria nutricional y las habilidades no cognitivas en el abandono escolar y la repetición en enseñanza media en Uruguay. Varios trabajos han dado cuenta de la relevancia que a lo largo del ciclo de vida tienen los desempeños en la primera infancia y del papel que
juegan las intervenciones tempranas (Behrman et al., 2009; Conti y Heckman, 2012; Daelmans et al., 2016). En los países en desarrollo muchos trabajos han analizado cómo se asocia la situación nutricional con el resto de los desempeños
vitales y, en particular, con los escolares (Behrman y Wolfe, 1987). Sin embargo,
el papel de las habilidades no cognitivas ha sido escasamente abordado.

Se evalúa la existencia de trampas de pobreza en Argentina, Brasil y Uruguay. Se verifica la presencia de trampas de pobreza por no convexidad en los casos de los hogares de menor nivel educativo de Argentina, Brasil y Uruguay, lo que constituye una novedad respecto a aplicaciones empíricas anteriores.

En este trabajo evaluamos un esquema redistributivo alternativo para Uruguay. Concretamente analizamos los impactos que en términos de equidad y eficiencia tendría la sustitución del nuevo sistema de transferencias condicionadas (asignaciones familiares AFAM) y de los impuestos directos (impuesto a la renta de las personas físicas IRPF) por un esquema de impuesto negativo a la renta (INR).

El objetivo de este trabajo es observar los vínculos entre la pobreza monetaria, las privaciones vinculares, y el desarrollo de preferencias adaptativas. La población considerada es la usuaria de la red de refugios de Montevideo: se utilizan datos socio-económicos que surgen de una encuesta específicamente diseñada para este trabajo e información psicológica que se obtiene a partir de la aplicación del test de Rorschach.
